    The city of San Juan Capistrano contracts its primary law enforcement services from the Orange County Sheriff'sMore Department. The Police Services Department is comprised of 21 deputies, four sergeants, two investigators who work out of the Aliso Viejo substation, two community services officers and the chief, Lt. Dan Dwyer, who will retire mid-January, 2010. The department is assisted by 30 Associated Senior Action Program volunteers, who help with clerical work and in issuing parking iterations. Dwyer has been the chief of police services since October 2008, although he began his career with the sheriff's department much earlier in 1982. Vehicle break-ins and burglaries account for most of the crime in San Juan Capistrano. It is one of five Orange County cities with a gang injunction or a civil court order that prohibits gang members from engaging in certain specified activities while in public and within a defined geographic area known as a "Safety Zone." On Nov. 12, the department relocated to the Ortega Hot Springs' Dance Hall near City Hall.
