New LCFF Law Requires Districts to "Actively" Involve Parents in District Spending Decisions

The "new" Local Control Funding Formula (LCFF) legislation is designed to address funding inequities, and give school districts more flexibility in spending decisions. "Parent Involvement" and "Student Engagement" are among new priorities spelled out in the Law.

Under the new law, each District is required to adopt a LCAP- Local Control Accountability Plan. To comply with the spirit of the law, the plan's adoption must include ALL Stake-holders.

District Staff presented CUSD's Local Control Accountability plan to Trustees at the November 6, 2013 Board meeting. The District's plan excluded parents from participation until Phase 3. That does not comply with the spirit of the law. While many Districts are reaching out to parents with informational meetings- CUSD has remained silent on what role; if any, parents will have in helping the District make decisions on how new funding should be spent. 

Did you know that CUSD received $8.24 million in "New" Local Control Funding Formula money already? 

Without any public in-put the District used $5.622 million of the new funds to restore salaries from the 2010 Teachers Strike. This is an example of what the Local COntrol Accountability Plan is trying to prevent. The new law includes parents and the public in oder to prevent Districts from using money solely for increased salaries and benefits for Staff.

$5.622 million would have gone a long way towards restoring CUSD's school year to 180 days.
