City Manager's Update, July 14, 2012

The average daily production for the month of June was 3.43 million gallons per day, which equals 10.52 acre feet per day. Total production for the fiscal year ending June 30 was 3,656.74 acre feet.

Because of the loss of well production from failed pumps in March and April, and loss of production in May from the greensand filter project and “ramping up” of the plant in June following the completion of the greensand filter project, the city was only able to reach 96 percent of its original target of 3,800 acre feet for the fiscal year. However, this has been the second best production year on record since the plant was constructed.

On July 3, the city finished the replacement of the reverse osmosis membranes in Train A and achieved our goal of running the plant at full capacity (just over 5 million gallons per day). After running the plant at full capacity for most of the day on July 3, the plant was dialed back to 4.5 million gallons per day because Train B, which is overdue for a cleaning, could not remove enough total dissolved solids to run at full capacity, but it should be back to full capacity once the cleaning is complete.

ANIME CLASS: Is your 6-12-year-old child looking to take an anime cartoon drawing class? Young Rembrandts Anime Cartoon Workshop starts Monday, July 9 and runs through Thursday, July 12. Class is from 2:50–4:40 p.m. and costs $109 for four classes. It takes place in the meeting room. 

TENNIS CAMP: Enroll your child in a tennis camp this summer! Kidsports is offering a Tennis Camp for ages 3 – 13 years old. Class is held Monday, July 9 through Friday, July 13. It starts at 8:30 a.m. and runs until noon, costing $115 for five classes. Class takes place at the Camino Capistrano Tennis Courts located at 31450 Camino Capistrano in San Juan Capistrano. Please bring an unopened can of tennis balls and racquet. Each camp includes snacks, drinks, and fun camp games. 

COWGIRL FITNESS: Love horses and love to get fit? Sign up for Cowgirl Fitness at the , 27252 Calle Arroyo in San Juan Capistrano. Class is on Wednesdays, July 11−Aug. 1 from 11:00 a.m. until noon. Cost is $200 for four weeks. Participants should bring a yoga mat, towel, and be dressed in comfortable jeans and boots. 

: The Shea /Oaks mixed-use project requires a general plan amendment to redistribute open space boundaries requiring a vote of the people. On June 26, the Planning Commission voted 6-1 to recommend that the City Council deny the general plan amendment application. On July 2, the Open Space Trails and Equestrian Commission voted 6-0 in support of the proposal. The application is scheduled for public hearing before the City Council on July 17.

: The property owner has filed a rezone application to amend the Los Rios Specific Plan that is scheduled for the Cultural Heritage Commission on July 24, and the Planning Commission on  Aug. 14. Final consideration will be by the City Council.

ONE-STOP SHOP: Training was completed for customer service in preparation for the One-Stop Shop counter, which opened Thursday, July 5. The “One-Stop Shop” idea revolves around the concept of all public counter activity and related customer service functions being centrally located. These functions are currently located at various counter areas throughout the City Hall building. The plans to bring these segregated activities together into an expanded public counter and waiting/service area was completed in-house. On May 15, City Council awarded the construction contract for the improvements to Insley Construction, Inc. in the amount of $60,582. Work commenced on June 4 and was completed on July 1. The One-Stop Shop is open for business while finishing touches are being made. A ribbon cutting is being planned to introduce it to the public.

TEEN ACADEMY: The Orange County Sheriff’s Department and Crime Prevention Unit will soon be starting its first-ever Teen Academy to local students ages 14 to 18. Aiming to increase the understanding of the department's operations, the Academy is conducted over a six-week course. Students will learn from department personnel who are experts in the fields of gangs, K-9,  narcotics,  crime  scene investigations,  patrol,  dispatch  operations,  traffic laws, firearms, driving under  the influence, and other related fields. All students participate in hands-on demonstrations and have an opportunity to ride-along with a deputy one time during the Academy session.

Students will gain insight and overall knowledge of the Orange County Sheriff’s Department, San Juan Capistrano Police Services. They learn about policies and procedures, how it is organized, how the Department serves the Community, and how they respond when citizens call.

Although the subject matter may be similar to a traditional police academy, the Teen Academy is not intended to prepare students to be police officers. The Academy is an educational opportunity and students are encouraged to pose questions and share any concerns. Students meet various department personnel staff to include the Chief of Police, supervisors, patrol officers, investigators, dispatchers, and other members of the Department.

The goal of the Academy is to provide an avenue of communication between the  OCSD/San Juan Capistrano Police Services and young adults in the community, so that they will feel comfortable shall they ever interact with a deputy. Teens will gain a better understanding of what deputies do and why they do it. Ultimately, teens will understand that our primary goal is to keep them safe.

Upon completion, students will attend a graduation and receive a certificate of completion, along with 24 community  service hours to help fulfill their graduation requirement. DEL OBISPO STREET BRIDGE WIDENING: The contractor has completed the bridge approaches, curbs and sidewalk.  This week, workers are installing traffic signal conduits. They are anticipating some significant traffic restrictions in the westbound direction for about two weeks. This is tentatively expected to begin the week of July 16, when they will be hydro-demolishing a portion of the old bridge deck to install additional reinforcing. There have been some unanticipated delays in the schedule because of problems with locating some of the SDG&E lines. Currently we are anticipating the remaining work to be completed by late September.

ORTEGA HIGHWAY REHABILITATION: Two Caltrans maintenance projects to resurface Ortega Highway began June 18. Work on the roadway will be performed at night with lane closures and flaggers, where necessary. The project is scheduled to last 90 working days with completion in late October 2012. There are no scheduled roadway closures. Project limits for the larger project are I-5 to Calle Entradero and east of Antonio Parkway (Mile Marker 3.0) to Mile Marker 13.3, near the Orange/Riverside County Line. The project limits for the second project are Calle Entradero to the San Juan Capistrano city limits. Where necessary, ADA ramps will be reconstructed to current requirements.

SANITARY SEWER REHABILITATION PROJECT: This project performs lining or complete replacement of approximately two miles of city sanitary sewer pipe, based upon last year’s sewer video inspection program. Public Works staff is preparing plans and specifications in house and is expecting to bring the project to the Utilities Commission in July and the City Council in August for approval to go out to bid. The areas proposed for rehabilitation include sewer lines on: Camino Capistrano in the downtown area, Camino De Vista in Capistrano Point, Kimberly Lane in Village San Juan, Avenida De La Vista in the Casitas, Calle Del Gado and Calle Miramar in Meredith Canyon and Calle Chueca in Los Brisas. The project will also include the renovation of 30 manholes in the areas of the pipeline work.

WEED ABATEMENT: Field work for the City’s Annual Weed Abatement program has been completed.  A public hearing will take place on Aug. 7 to authorize the Orange County Auditor-Controller’s Office to include the assessments of weed abatement costs on the Fiscal Year 2012/2013 Property Tax Roll.  Ten properties were abated.
