City Manager's Update, July 21, 2012

A night out to fight crime, teens help seniors with their electronics and a downtown dinosaur.

The filing period to run for municipal office opened Monday, July 16 and ends Friday, Aug. 10. City Council candidate nomination papers are available for two, four-year terms. The municipal election takes place on Nov. 6. The incumbents currently occupying the two seats up for election are Council Members Sam Allevato and Laura Freese. Candidates have until 4:30 p.m. Aug. 10 to file nomination documents and statements of qualification for office. The deadline extends to Aug. 15 only if an incumbent is not running for re-election and does not file papers by the deadline. Candidates must be registered voters and reside in the city of San Juan Capistrano. Nomination papers must be signed by not less than 20 and no more than 30 registered voters in San Juan Capistrano. Each candidate is required to file a statement of economic interests disclosing investments and interests in real property when the nomination papers are returned for filing. There is no charge for filing nomination papers. The City Clerk's office is open from 7:30 a.m. to 5:30 p.m. Monday through Thursday and from 7:30 a.m. to 4:30 p.m. on Fridays.

SENIOR HELP: On Wednesday, July 11, teens from the Boys and Girls Club’s Key Club spent time providing technical assistance for seniors with questions on how to operate or program their cell phones, digital cameras, lap tops and e-readers in the senior lounge.  This intergenerational program will continue every Wednesday through the end of July and if successful, will be carried over to other months.   The Senior Club will go dark for the months of July and August.  There will be no general meetings held until September 5. 

:  Upon receipt of an after-the-fact application for installation of the dinosaur, staff made a determination that the dinosaur is inconsistent with the Los Rios Specific Plan and an amendment to such plan (a rezone) should be requested from the City Council.  The property owner/applicant has filed an appeal, which will be considered by the Planning Commission on Aug. 14.

: Staff has met with JSerra to review preliminary plan proposals to install football stadium bleachers, a press box and a concession building.  The school is also considering revisions to previously-approved, athletic-field scoreboards and signage.

CAPISTRANO VALLEY MOBILEHOME ESTATES:  On July 10, the Planning Commission recommended that the City Council approve a flood plain land use permit for the mobile home park to install two new coaches, remove two existing laundry facilities, develop a new laundry facility and renovate the existing clubhouse.  This item is tentatively scheduled for the Aug. 21 City Council meeting.

TEACHING TIME: On Wednesday July 11, Customer Service Representative Donna Ducharm, who is the city’s business license officer, had the opportunity to talk to 17 students with the about the city’s business license program and help students with opening a business license.  Ducharm was able to share with them the necessary steps to starting a business and the young entrepreneurs shared their business ideas with us.

POLICE SERVICES: On Tuesday, Aug. 7, the San Juan Capistrano Police Services will participate for the first time in National Night Out! San Juan Capistrano’s Night Against Crime 2012 supports the National Night Out event, which is celebrated across the country to help promote the partnership between law enforcement and the community. It provides an opportunity to bring members of the community together with law enforcement, fire authority, city services, volunteer community groups, and local businesses.

We will celebrate San Juan Capistrano Night Against Crime 2012 with a Safety Fair Expo showcasing resources available to fight crime in our community from law enforcement, fire authority, city services, and volunteer community groups. Businesses from our community are invited to set up booths and demonstrate the services and products available to our residents. Activities will also include food, music, silent auction, games, and face painting for the kids. San Juan Capistrano Night Against Crime 2012 will bring neighbors together with the men and women who protect them. Powerful network among neighbors to fight crime and drugs will take place at 4:30-8 p.m. Aug. 7 at . This is our first National Night Out event in our city and we are excited to introduce it to our residents and business and make it memorable.

DEL OBISPO STREET BRIDGE WIDENING : The contractor has completed the bridge approaches, curbs and sidewalk.  This week, workers are installing traffic signal conduits and foundations. They are anticipating some significant future traffic restrictions in the westbound direction for about two weeks. This is expected to begin in approximately two weeks. The work will include hydro-demolishing a portion of the old bridge deck to install additional reinforcing.  Currently we are anticipating the remaining work to be completed by late September.

Zoomars will be participating in National Night Out on Aug. 7th. We will bring bunnies and guinea pigs for children of all ages to cuddle. See you all there
