City Manager's Update: Nov. 25, 2011

Bond oversight committee openings; downtown master plan under review; water conservation program; and more.

BOND OVERSIGHT PANEL VACANCIES: The Citizens' Bond Oversight Committee, which reviews recommendations for expenditures of bond proceeds and reports on whether they conform to the city's open-space law, has vacancies. The panel also reviews audits and expenditure reports for bond proceeds and informs the public. The committee is made up of at least five residents and is designed to include businesspeople, senior citizens and professionals in construction, finance, law and accounting. Members must be registered voters in San Juan Capistrano. City officials, employees, contractors and members of other city commissions may not serve. Applications are due to the city clerk by 5:30 p.m. Wednesday. Applications are available at the City Clerk’s Office or at www.sanjuancapistrano.org.

SENIOR SERVICES: The Senior Newsletter will be published online Dec. 1.
A schedule of healthy living seminars for 2012 is being developed. A local businessman will provide senior residents with free notary service at the Community Center, by appointment, starting Wednesday.

DOWNTOWN MASTER PLAN: The 45-day review period for the Environmental Impact Report began Nov. 1. Reviews by city agencies are scheduled as follows: Cultural Heritage Commission (Wednesday), Design Review Committee (Dec. 1), Planning Commission introduction (Dec. 13) and public hearing (Jan. 24), and City Council (Feb. 21).

PASEO DE VERDUGO: Staff conducted a preconstruction meeting Nov. 15 to begin demolition, grading and building construction on Dec. 5.

SADDLEBACK VALLEY CHRISTIAN SCHOOL: The plan check has been approved for phase 2 of the private school master plan, a 21,050-square-foot, two-story classroom building.

DEL OBISPO BRIDGE WIDENING: The contractor recently constructed forms and installed steel for the walls and deck of the storm drain outlet at the east side of the creek. Workers continued backfilling for the wall constructed along Paseo Adelanto south of Del Obispo Street. And they poured concrete for the west abutment and the storm drain box culvert.

WATER CONSERVATION: Twenty San Juan Capistrano water customers have applied for the new turf (lawn) replacement incentive program managed by MWDOC. That means the potential removal of 51,716 square feet of turf, to be replaced with California Friendly landscaping, which could save 6.95 acre feet of water per year.
