City Manager's Update: Aug. 10, 2011
San Juan Capistrano's groundwater recovery plant produced 2.58 million gallons of water per day on average in July; in June 2011 the city issued 92 permits with a valuation of $1.68 million and two major construction projects remain on target.
Editor's Note: We have been running excerpts from the new city manager's weekly updates under the headline "What's Being Built in San Juan Capistrano." We will now title them "City Manager's Update" to be more encompassing of other news provided in Karen Brust's reports.
GROUNDWATER RECOVERY PLANT: Between July 17 and July 31, the plant operated at an average production rate of 2.58 million gallons of water per day or 7.92 acre feet per day, without any blend water being added. Production to date for the fiscal year, (July 1, 2011 to June 30, 2012), has been 256.4 acre feet headed towards the target of 3,500 acre feet for this year; as a side note, this is equal to 1.1 million gallons.
The plant continues to be in a state of steady operation since April 12, 2011. All of this indicates that the plant is stabilizing. However, by no means is the task of getting this facility up to the levels for which it was designed—5.2 million gallons daily when completed.

JUNIPERO SERRA/RANCHO VIEJO ROAD IMPROVEMENTS: The construction of intersection improvements at Junipero Serra Road and Rancho Viejo Road, which includes both the north and south “Park and Ride” facilities, is essentially complete with a few minor work items remaining.
Depending on the progress of the contractor and sub-contractors, final inspections for project sign-off by both the City and Caltrans staff may be conducted within the next two weeks.

CONTINUING LIFE COMMUNITIES: CLC is moving forward with its proposal to build a senior community residential complex on 150 acres on the former Crystal Cathedral property. Staff met with the developers who will be making a presentation Aug. 16 to the City Council.
: Inspected this week for final roof nailing with shear wall inspections next month. The hotel is still on target to open February 2012.
: Has begun a 25,000-square foot addition. A geotechnical engineer is requiring 5-10 foot deep excavation due to soil conditions to be replaced with engineer fill and compacted. It is still expected to open by November 2011.
: Design cost estimates to be presented at the Aug. 16 City Council meeting.
BUILDING ACTIVITY REPORT: Building permit numbers as compared to last year have significantly increased. In June 2011 the city issued 92 permits with a valuation of $1.68 million. Year to date for 2010-2011 the city issued 879 permits totaling $62.85 million compared to 2009-2010 when we issued 828 permits totaling $16.03 million.
