CUSD Trustee Alpay Behind One of the Misleading Domain Names

John Alpay registered a website address that impersonates a group critical of him. The deceptive site redirects traffic to a group which supports him. Alpay is running for re-election in November.

Capistrano Unified Trustee John Alpay is behind at least one of the misleading domain names used to redirect web traffic from one site to another.

Alpay confirmed he bought the URL www.holdcusdaccountable.com, which continues to send visitors to the website for Capistrano Unified Children First, an advocacy group that endorsed his re-election efforts.

“I am indeed the registrant/owner of holdcusdaccoutable.com,” Alpay told Patch.

Wayne Tate, lawyer for the real Hold CUSD Accountable, a group critical of the current board majority including Alpay, shared with Patch confirmation from GoDaddy.com that Alpay is the registrant on the bogus Hold CUSD Accountable URL. GoDaddy – which has hosted at least seven misleading websites tied to Capistrano Unified personalities and groups – confirmed the authenticity of the email.

“I think it’s unethical and immoral,” Tate said. “Many would consider it cyber-impersonation or cyber-vandalism.”

He notes that Alpay purchased the domain name June 9, one day after Hold CUSD Accountable issued a press release announcing its formation

“This wasn’t happenstance. This was a deliberate strategy,” Tate said.

Patch has uncovered seven domain names that looked like they were taking readers to CUSD-related groups or candidates but then redirected readers to sites mostly run by opposing factions. The targets are mostly critics of the current regime, and their sites redirected traffic to Children First, Alpay’s or President Gary Pritchard’s campaign sites.

All but Alpay’s are disabled. Unlike the others, his redirect keeps the name of Hold CUSD Accountable in the URL while the content on the page is Children First’s and includes that site's active links.

However, Korpi denied he’s the one behind those sites. He said someone posed as him when registering those domains.

According to Alpay’s campaign financial statements, he paid Korpi more than $2,500 this year for “campaign management services.”

Tate said because all the sites went to either Children First’s, Alpay’s or Pritchard’s site, it looks like there was some coordination among the parties involved.

“It looks like a conspiracy to impersonate websites to some advantage, and the only advantage I can see is the elections,” he said.

LN Mark - Ok, so you fall in the "NOT ILLEGAL" camp. What do you think we should call Mr Alpay's behavior? How would you answer the question? Mr Alpay unethically spoofed his opponent's website with the intent to (you fill in the blank):"____________________." What if I decided to set up a website, say "Amazon.NET," and only put up opinions on global warming. So I would not be stealing anything from Amazon because I'm not selling anything, just misdirecting their potential would be traffic to my opinion blog. Do you see anything wrong with my idea to set up Amazon.NET? If not "ILLEGAL," do you think it would be "UNETHICAL?" I mean, it would be obvious to anyone who went to my spoofing site that it's not really Amazon. Can you believe we're really talking about this? I can't. I really can't believe someone in Alpay's family didn't say, "Honey, let's NOT do this brilliant idea. It's an integrity thing." Mark, seriously. How about saying, you know, "bad idea." "I apologize to anyone I hurt." "It was a poor choice, it's coming down and I won't do that again." Then this story is gone.

And Pdub, "“We would support a candidates’ forum if one were hosted by a credible, non-partisan organization such as the League of Women Voters”, said Children First President, Fran Sdao. “This particular event is sponsored by a local blog that provides a platform for chatter supported by opinions. It has little to contribute to a positive conversation about important issues. Our candidates’ time will be better spent meeting with constituents and voters.” No one here is saying one event was scheduled before or after the other. That is not the reason the candidates are not coming. There is a perceived bias. Perceived. I comment on this board and I hold the opposite opinion of the majority of the Patch's comment board. I am called names, told I have crossed the line to stupidity, accused of being paid, etc. If I comment on the blog you directed me to comment on the majority would be the opposite. And yes, those commentors are probably just as brutal to the opposite view. If the moderator came from a blog similar to the one you directed me to and the questions came from the majority of commentors from this blog then do you believe that the debate would be fair?

yeparoo, There is an amazon.net site. And it very cleary says Nova Interenet Services on the top so there is no fooling anyone. If anyone would like to buy a book they would not be fooled by this site.

Yes, the CUSD school board election is comprised of candidates from both sides of the political spectrum (and probably some in between) and yet they prefer not to participate with the Patch. That is because the bias of the Patch is not related to political parties. One party clearly holds the majority in South OC. Mr. Alpay is an active Republican. Most other candidates are most probably Republican. The bias of the Patch is clearly aligned towards certain candidates. Those candidates are aligned with former board members and their supporters. This is very evident. What is not evident is why. Is it the union? Have the supporters of the recalled board members done such a good job of casting teachers as the evildoers in education that you actually believe they are responsible for the meltdown of the economy which led to the financial crisis in the schools which led to demonizing current board members being accused of pandering to the teachers for making decisions which dozens of other school districts have made? All in a bid to capitalize on a statewide financial crisis in order to regain control of the school board. Using our children to further their political ambitions and agendas is unforgivable. Talk about backroom politics.

Wow! Quite some passion on this one. Thank you Proud Mom, for opening my eyes. I was firmly in the anti-Pritchard and Alpay camp until I was accused of being a lousy parent for simply noting that Mr. Alpay used one of the oldest marketing tricks on the Internet to get his message heard. I can now understand how some board members may go running into the arms of the teacher's union when faced with working with the alternative. I also have to consider that I may have jumped too quickly to conclusions about these men. Thanks for reminding me that I should look at all sides of an issue (or candidate) and keep my emotion in check to ensure that *my children's educational* needs are best served and not a personal agenda / vendetta. :)

Fact checker, I don't know any of the players on either side of this. But I have a brain & I can see what has happened to this district in the six years we've lived here. It's not just the economy. Other school districts have made different decisions that have caused much less harm to their primary constituents, children. Instead, the majority faction of this board has chosen at every turn to keep teachers' salaries & benefits as high as possible (personnel costs now 92 percent of the budget?) to such an extent that the interests of children have come dead last. Look at the information that Dawn has presented. I don't believe anyone has disputed her numbers. In this economy that teachers have only taken, on average, a 1.2 percent cut, while many excellent teachers have been laid off is a disgrace.This district is on the brink of financial disaster because it hasn't devised a long-term solution to its deficit spending, and is therefore in much, much worse shape than other area school districts. And that's at the same time that kids have borne the brunt of cuts in a way that has directly hurt the quality of education in this district--larger class sizes, cuts to academic programs, an almost ludicrously short school year. I'm not a political ideologue. I'm a parent who's passionate about my children's education & fed up with a superintendent & board who won't take the tough actions needed to actually make kids first & instead choose to do the union's bidding in every instance.

Dawn provides so many numbers that it is difficult to wade through them in order to dispute them but several people have done so. Class size is up in every one of our neighboring districts. Programs have been cut as well. The school year has been shortened there too. There is no doubt that our schools are struggling in this economy. Teachers took a pay cut this year (furloughs are lay-offs for teachers) in many districts, including CUSD. Salaries of every employee count in that 92% and the percentage went up as every other conceivable cut has been made. The schools revenues have gone down with the economy. I am sorry that you moved into this community at the exact time that the crisis hit our schools. The major difference in CUSD is that outside political groups have targeted CUSD in order to advance political ambitions and agendas. They saw an opportunity just as they have done so in other school districts in the past. Vista and Orange come to mind. I regret very much that so much energy has been wasted casting accusations of misdeeds instead of looking for solutions. CUSD is a great school district and will continue to be so because the schools are successful and the parents are supportive. There are those who will go to any length to gain control, even at the expense of the reputation of a very fine school district and even your property values. I urge you to attend a community forum and ask any question you like.

Can't complete the sentence as written, because the first part assumes the second. It's clear he wanted to get his own message out. It was not "spoofing" since it never claims to represent the other group. That group messed up by not registering the .com domain. In the commercial world where I work, that's just bad brand management. Nothing illegal here...

What I can't believe is all this vitriol directed to anyone. I read the "who is" site and found a whole lot taken out of context. Even the writing in the core article assumes malicious intent. I don't know why he puts up with it. Perhaps he's standing up for what he believes in. That would be rare...

fact checker what you describe in your 359pm post sounds exactly like what is happening amongst the CF candidates...must be easy to spot when thats what you are looking at....and Alpay is an "active" republican...what does that mean? he's registered a a Republican? Has voted Republican recently? It sure doesnt mean endorsed by the Republican party...cuz he's not....

Shelly I absolutely do not want opposing opinions go away. The point is there are the same kinds of commentary on either side. If you are on a thread that is a majority of opinions opposing yours...dont wine about it...you can either not participate in it, deal with it or goto the blog where you are the majority opinion...fairly simple......when you go whining to Penny about deleted comments, name calling and whatever else its pretty juvenile......... they'd calll you a troll on most threads..... Penny deleted a comment of mine that i forgot I used an inappropriate term in....i asked about it, she told me and it was done.......

BBQ....no that was the cut n paste overlap from the CF Facebook page...those 2 dates the 10th and 13th both posted info for tonights event....I took the liberty of finding out for everyone that their event did exist before their campaigns hit the proverbial fan this week...and now there is another new bombshell im going to check out...BRB!!

Alpay did nothing wrong, snd simply outsmarted others with his wit and intelligence. And it's the homeowners fault who got shot because he didn't have a weapon in the house to protect him from the robber. Not the robber. Right? It's not your child's fault for failing the test. It's the teacher who didn't teach in the correct manner that allows your child to learn. Excuses are lame. So are blatant lies, threats, and deviant actions towards people. Alpays has managed to nail all 3. Keep up the support. Tell all the teachers to keep leaving lame comments. When in doubt, confuse......deflect.......and lie at all costs! Great role models we have here.

To say it was their fault suggests they have been legally harmed by the .com website. I don't buy that. That assumes that the supporters of the .org are easily confused. They are certainly easily swayed by inflammatory argument. I loathe the teachers union. But many of the comments here are from passionate people without reasoned arguments.

bbq, No, I am not a lawyer. I am a mom. These issues affect my children. Before I was a mom I worked with kids who were in gangs, on drugs, abused, emotionally distressed, suicidal, depressed, angry. I have never been a lawyer. Politics took over our district instead of what was best for the education of our kids. Look at these comment boards. If you dare post a contrary opinion you are accused of all sorts of things. You can believe in no new taxes but I don't. We disagree. This is America and it should be okay to disagree. I will vote for taxes and I will vote for the candidates who I feel will care about the kids in our district over politics. This is my opinion. You are welcome to yours.
