Forster Mansion Weddings Can Continue During Permit Battle

The San Juan Capistrano City Council will make a decision about an appeal filed this week.

The owner and operator of a wedding business at the will appeal the city's decision to revoke her special-events permit.

In an appeal filed Sept. 27, Arpi Evans said thewas based on "incomplete and erroneous information."

Her case will be heard by the City Council at a future date. Until that time, Evans is allowed to continue to host weddings at the historic mansion.

The permit was revoked by the commission after it determined that Evans had violated multiple city codes.

The noise complaints have continued. Shortly before 8 p.m. Sept. 24, a 911 caller reported a loud party there (amplified music is allowed on the property until 10 p.m.)

Evans, who has filed for bankruptcy, has said she wants to keep the business in operation at least long enough to carry out weddings already under contract.

One groom-to-be said he had no problem getting his deposit back from Evans after news of the Planning Commission's decision. "She very quickly gave us back our deposit," said Andy Etzkorn.
