The plan—which awaits final approval—is to extend the corridor in three segments from its terminus at Oso Parkway. The first phase would be built up to just north of Ortega Highway before ultimately connecting the toll road to the 5 freeway.

The Transportation Corridor Agency Operations and Finance Committee gave initial approval to the project on Wednesday. It directed tollway staffers to develop engineering plans, conduct an environmental review and develop a strategy to fund construction.

The TCA Board of Directors will make its decision Oct. 13.

San Juan Capistrano Mayor Sam Allevato represents the city as a director on the TCA board. He also sits on the Operations and Finance Committee. Wanting his colleagues to weigh in on the proposal, Allevato abstained from voting during Wednesday's committee meeting.
