Public Hearing for New Plaza Banderas Agreement Is June 30

Residents can voice their opinions on the agreement before the San Juan Capistrano City Council approves or denies it.

A new draft of a development agreement for San Juan Capistrano's future downtown hotel is the subject of a public meeting that will be held June 30.

It requires that the landowner to pay its "fair share" of the cost of a , while the city will assume responsibility for creating a utility district to fund the installation of underground power lines.

According to the agreement, the fair share will be determined in a future reimbursement agreement. If other development occurs in the area that would benefit from the line, at the northeast corner of Ortega Highway and El Camino Real, the city will reconsider the "fair share" requirement.

"Both parties have agreed to this draft," City Attorney Omar Sandoval  said Tuesday. It's now up for approval by the City Council at 6 p.m. June 30. Residents can weigh in at that time.

Landowner Gretchen Stroscher Thomson called the agreement one of the last steps in a complicated process to propel construction of the hotel. Once approved, the development agreement will allow the developers to apply for building permits—worth an estimated $1.2 million—and proceed with construction.

Stroscher is hiring the Robert Green Co., an Encinitas-based builder, to oversee construction of the 124-room hotel. The commercial real estate development company specializes in resort-style projects.

Its president, Robert S. Green Jr., said Plaza Banderas is a smaller and different project from what it typically builds—for example, the Four Seasons Resort Jackson Hole at the Jackson Hole Ski Resort in Wyoming.
