Some people don't have credit line established yet (like my college student son) and have no choice but to use a debit card instead of credit card. I take precautions and have it assigned to an isolated checking account, and urge son to monitor it closely (set up email alerts), good training for future financial independence.

The whole concept of making something a criminal act is that we want to discourage it from happening in the first place, by putting deterrents into effect.
