City Manager's Update, April 21, 2012

Looking back at Swallows Day and forward to Fourth of July and the opening of a winery.

NEW FIREWORKS VENDOR: The City Council approved the city’s fireworks display provider, Bay Fireworks. This will be the first time Bay Fireworks has been engaged to perform the highpoint of the evening, the sky bursting in colors, lights, booms and bangs with fireworks for the 2012 Fourth of July Celebration at the . Their display will include an exhilarating amount of shells that will give the city a powerful and exciting show this year.

WRAP-UP: An estimated 50,000 people attended the 2012 Swallows Day Parade. Kudos to the Fiesta Association for their usual outstanding job. The City Council float won first place this year at the parade. Congratulations!

SAN JUAN : Business expo applications are arriving from businesses and non-profit organizations expressing an interest in booths at the San Juan Summer Nites Concert Series. Restaurants have been solicited to be featured at the concerts. Local businesses interested in an expo booth or restaurants who would like to be featured at the event may contact (949) 493-5911.

The SDG&E Chair Rob Williams had a meet-and-greet with SDG&E as a preliminary to the upcoming to review the substation. Staff was also informed that the submittal of the South Orange County Reliability Project to the California Public Utilities Commission is still on target for the end of April or beginning of May.

: Future tenant Ron Tamez of Hamilton Oaks Vineyards has submitted a revised site plan that details the proposed exterior set up of the property. Staff will conduct meetings of the proposal with the Cultural Heritage Commission on Monday and a joint meeting with the Open Space Trails & Equestrian and Parks, Recreation & Senior Services Commissions later this month.

: The Mission Grill has completed its maintenance improvements, including a new roof, paint, signs, pavers, fencing and ADA restrooms.

: The Planning Commission continued the item for 30 days to May 8, directing staff to investigate performance standards to regulate assembly uses.

SUN RANCH STORM DRAIN: On April 10, the Planning Commission reviewed the Sun Ranch Storm Drain plans and Mitigated Negative Declaration and forwarded it to the City Council with a recommendation of approval.

DRUG DROP-OFF: As part of a safety campaign to reduce the risk of prescription drug abuse, the newly formed San Juan Capistrano Police Services Crime Prevention Unit is joining the Drug Enforcement Administration to eliminate and reduce unwanted and unused medications from homes in the city. Through National Drug Take-Back Day, residents can dispose of their expired, unused, or unwanted drugs anonymously with “no questions asked.” The event will give the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs for safe disposal. National Drug Take-Back Day will be held on Saturday, April 28 2012. San Juan Capistrano residents can drop off their medications from 10 a.m. to 2 p.m. at San Juan Capistrano City Hall.

DEL OBISPO STREET BRIDGE WIDENING: The contractor continued installing steel for the north side bridge sidewalk and barrier. Workers removed bent cap forms and scaffolding. They continued potholing to prepare for traffic signal construction. They installed conduit for the traffic signals through the north sidewalk. And, they started work on relocating the air release valve east of the bridge. The expected project completion is in June 2012.

: In July 2010, the city signed a grant agreement with the California Energy Commission for Phase 1 American Recovery and Reinvestment Act funds to provide $189,031 to convert street lights in the city to a more energy efficient fixture. The city has 1,583 street lights. The Phase 1 grant award will cover the cost to convert 425 lights. On April 3, the City Council awarded a purchase contract with California Electric Supply and an installation contract with Excel Electric for the new lights. The installation will be completed by June 14, 2012. The new Induction lights use about half the energy as the existing high-pressure sodium fixtures. The grant allows the city to see immediate savings as the lights are converted. The city has recently applied for Phase 2 funding from the same grant source to convert the remaining street lights in the city. Notice of awardees for that grant cycle has not been made yet.

PAVEMENT REHABILITATION IMPROVEMENT:  The project includes placing asphalt concrete overlay on Camino La Ronda (Phase 1) from La Novia to Via Fierro, including the side streets, Paseo Rita, Rancho Viejo Road (Phase 2) from Ortega Highway to north of Junipero Serra Road, and Malaspina Road. Additionally, the project calls for slurry coating of the alleyways in Capistrano Villas II & III (Phase 3). The contractor completed asphalt concrete overlays of Phase 1 and 2. The start date of the alleyway work is pending the Contractor’s agreement to be in place with Capistrano Villas II & III HOAs for the private portion of Phase 3.

MAINTENANCE UPDATES: Parking lot surface repairs were completed to . Waste and recycle containers were placed along the west bank of Trabuco Creek bike trail from the southern city limit to Del Obispo Street and along Paseo Adelanto from Del Obispo Street to Ramos Street. Repairs were completed to the bleachers at Stonefield. The painting and refinishing to the monument signage was completed to the following landscape assessment districts: Mission Woods, Mission Springs and Los Corrales.
