The expansion plans are expected to result in a daily output of between 5.2 and 6.2 million gallons a day, according to a staff report.

The plant has been a centerpoint of controversy in town, with some arguing it makes no sense to spend more money to tap a local water source when imported water is cheaper.

The city has several grants to make the construction happen. However, it’s seeking a bit more from the state to make sure no local money is expended, according to a report to the council.

The City Council meets at 6 p.m. at City Hall, 32400 Passeo Adelanto in San Juan Capistrano.
